„În documentația de atribuire este prevăzută următoarea cerință: „Producătorul va demonstra experiență relevantă în ultimii 3 (trei) ani pe teritoriul Republicii Moldova în domeniul furnizării echipamentelor și/sau soluțiilor informaționale destinate introducerii, prelucrării și citirii datelor din documente care conțin date biometrice (...), prin prezentarea a cel puțin unui contract (...), cu o valoare de minimum 50% din valoarea estimată a contractului curent.” Având în vedere că soluțiile vizate (ABC, procesare documente biometrice) sunt dezvoltate și implementate în baza standardelor internaționale aplicabile (ICAO, IATA, precum și cerințe ale Uniunii Europene în materie de securitate și protecția datelor), iar proiecte similare sunt implementate pe scară largă în statele membre ale Uniunii Europene, unde cerințele sunt echivalente sau mai stricte, vă rugăm să clarificați dacă experiența producătorului demonstrată prin contracte executate în state membre ale Uniunii Europene poate fi acceptată ca experiență relevantă echivalentă cu cea realizată pe teritoriul Republicii Moldova.”

Morphing Attack Detection (MAD) algorithm

The contracting authority has focus on security features in the eGate and mentions e.g. Presentation Attack Detection. We are of the opinion that one important requirement should be added. The eGate shall be delivered with a Morphing Attack Detection (MAD) algorithm which is able to detect morphed facial images read from the travel document. In order to be independent of the detection of typical artefacts of face morphs it is required that the provided and integrated algorithm uses the differential MAD approach which takes the (possibly morphed) reference facial image and a trusted live image (retrieved during the eGate capture process) as input. Furthermore, this algorithm must have been evaluated by NIST within the FATE morph track and must have achieved the following error rates on the data set "High Quality Morph - Manual":  Maximum MACER / APCER of 20% for a BPCER of 2 % Furthermore, a reference from an existing eGate installation / project where the offered MAD algorithm is used according to the above mentioned error rates has to be provided. It must be shown that the BPCER in real operation is < 2%.

Project timeline

With reference to the ongoing tender procedure for the implementation of an Automated Border Control (ABC / eGate) system at Chișinău International Airport, we would like to request a clarification regarding the project timeline. According to the tender documentation, the contractor is required to launch and commission a pilot project consisting of at least five (5) AUC units, including full integration with the beneficiary’s infrastructure and testing/validation of biometric capabilities, within a period of 90 calendar days from contract signing. Considering the complexity of such systems – including hardware production and delivery, on-site installation, integration with existing systems, as well as biometric testing and validation – the indicated timeframe appears very ambitious. We would therefore kindly ask the contracting authority to consider an extension of the 90-day period for the pilot phaseby another 30 days, in order to ensure proper implementation, testing, and overall system quality. Additionally, we would appreciate clarification on whether any flexibility in the overall project duration of 120 calendar days is envisaged.
