Dear Sirs, Please inform us: 1. After the system is delivered, how many people are expected to be educated? 2. Is it necessary to develop a pilot or demo system that is also suitable for the personalization of the cards (ID-1 format) which includes chips? 3. Does the delivered system need to be able to personalize ID-1 format cards with and without chip? Is there a target date for when it should be suitable for ID-1 format chip cards, or should it work in parallel from a given date? 4. Please, give us the functional technical description of the ID-1 format cards with chip (e-ID). Thank you.

clarifications to the technical requirements of lot 2

Technical specifications of personalization equipment "Requirements for travel passports' blank forms personalization equipment with polycarbonate-type data page". The impression after studying these requirements is that some of the requirements are taken from big centralized machine specifications and put into the requirements for totally contradicting desktop-type equipment. Accordingly, we have the following questions: 1) Clause 2 General requirements for the customization process. The first paragraph mentions technical terms "Stereo Laser Image (SLI)" and "ImagePerf®". Please explain why such requirements are listed, as the technical requirements for document blanks do not oversee usage of such technologies. Moreover, both of these technologies are proprietary technologies of certain companies and cannot be required in public procurement procedure unless the procuring organization ensures equal and transparent supply of those technologies to all participating bidders; 2) Clause 3 General equipment requirements. The second paragraph mentions "Modular system...". Such requirement is not compatible with the required desktop-type equipment therefore please remove it; 3) Clause 3 General equipment requirements. The third paragraph mentioned “The supply system shall allow continuous supplying without stopping the equipment” is not compatible with the requirement in second paragraph “The size of the equipment shall be such that the cost of its location is minimal, desktop-type equipment”. In fact, the continuous supply feature increases the size of the equipment and its space due to the place taken by the feeder and the exit stacker. Additionally, a manual supply equipment is more ergonomic as it is front operated, therefore it just needs the space for the operator to stand in front. On the contrary, a continuous supply equipment will need significant space for the operator to walk around on top of its way more important footprint. Therefore, we request to choose only one option (continuous or manual), and our suggestion is to keep manual, as it will take least space and cost; 4) Clause 3.1 The laser engraving module shall meet the following requirements. The fourth paragraph mentions “To allow engraving of CLI/MLI”. How should we understand this - "CLI and MLI" or "CLI or MLI"? Our comment is that the use of both CLI and MLI is not common on the same document, and we suggest to use only MLI; 5) Clause 3.1 The laser engraving module shall meet the following requirements. The fourth paragraph mentions “To allow engraving of CLI/MLI security feature in parallel with the alphanumeric engraving.” This requirement is not compatible with the requirement for small desktop-type equipment following a requirement in Clause 5. Equipment productivity requirement "Equipment productivity: minimum 60 blank forms / hour"; 6) Clause 3.1 The laser engraving module shall meet the following requirements. The sixth paragraph mentioned “To be equipped with an exhaust system” is not relevant for a polycarbonate documents with laser personalization, because it does not generate any dangerous exhaust (unlike PVC documents). Accordingly, please remove this requirement; 7) Clause 3.1 The laser engraving module shall meet the following requirements. The seventh paragraph mentions “Adjustable resolution in the range of 300-1200 dpi”. 1200 dpi is more related to ink-jet printer, and too high for desktop-type laser engraving equipment. Therefore, please change this requirement to “Adjustable resolution in the range of 300-600 dpi”. 8) Clause 4. Technical requirements for the equipment management software. The seventh paragraph mentions “Control of the personalization machine, by displaying the degree of the machine's loading in the personalization site, including the possibility of activating and deactivating jobs, etc.” This requirement is not compatible with the requirement to have the possibility of manual loading of the blank forms. Accordingly, please remove this requirement.

Annex No. 2 of Contract, "Object of purchase: Specialized equipment and program product for personalization of identity documents from the National passport system, driving licenses and registration certificates" [Contract for Lot No. 2] in connection with Annex no. 23 to standard documentation

Could you please explain the unit number given for Lot No. 2 in Annex 23 of the standard documentation which is "6"? As the same unit number is given for item 1.1, Specialized equipment for personalization of travel passports blanks (booklets) with polycarbonate-type data page, in Annex no. 2 of Contract, "Object of purchase: Specialized equipment and program product for personalization of identity documents from the National passport system, driving licenses and registration certificates", could you please confirm that the Contracting Authority requests 6 personalization machines for passports to be provided?

If the Contracting Authority will provide the personalization machines mentioned explicitly in sections 2.3.2 and 2.3.4 of the technical specification referred to, it would be important for any bidder to evaluate the status of the machines with our own eyes, get information like year of manufacturing, delivery, life time, production environment, etc. For this purpose we kindly ask for permission of a site visit at the earliest convenience of Contracting Authority considering the short time frame until bid submission."

In this connection, please confirm that you will ensure all required data for Software integration of the said machines will be provided to the successful bidder. Also, please confirm that you will provide maintenance, spare parts, consumables, etc. for the said machines without the successful bidder being involved.

To ensure the requested service lead times (SLAs) as given in section 2.8.3, it is required to have remote access to the personalization system for the Contractor. Please confirm that the Contracting Authority will allow and provide such remote system access for monitoring purposes while keeping all relevant state of the art security precautions.

The quality control procedure shall be performed at the automated workplace of the operator of the Technical Control Section. Should we assume a Q&A station is needed per each SCP 60 Machine? So, at least 2 per machine, i.e. 10 in total as a minimum?

Please confirm our understanding that BAC and EAC PKI already exist and that only the appropriate interface from the Personalization System to these PKI systems needs to be offered. Furthermore, please confirm that CA will take care of PKI and certificate management system so that this is not scope of this tender.

We suppose that the citizen shall be able to use the signature and authentication certificate at home on his/her private PC. For this purpose a PKI middleware is required. Shall the middleware software and the corresponding licenses for the citizens of Moldova be included in the offer?

Please confirm that the four security features "touch laser engraving", MLI, SLI and ImagePerf are only meant as examples or options. To comply with the requirement fully, it is sufficient to provide at least one of the four features or an equivalent. If it was the case that all four features are mandatory, this may be interpreted as a discriminatory requirement because Stereo Laser Image (SLI) is patented by only by one specific provider. Unless CA have an agreement with the IPR holder to ensure parity quoting for all bidders. Furthermore, please note that if ImagePerf becomes a mandatory requirement, this will not be realizable anymore with desktop personalization machines but only with significantly larger machines and the cost of which is significantly higher than desktop personalization machines. Also, securing a passport's data page with all four features at the same time is exaggerated and to some degree redundant.

Scope of supply

Please confirm that scope of supply of lot no. 2 is: - personalization software - desktop laser engraving personalization machines for ID3 passports with polycarbonate data page (6 units) - maintenance of the above for 3 years Everything else, eg IT infrastructure of the system, ID1 perso. machines for ID1 or ID3 with paper data page ,will be provided and maintained by the Customer including provision of spares, consumables, etc.

Re. section 2.2.1: "The system shall provide the data retrieval from the PSA systems regarding the list of documents orders and the nominal data per order." Could you please clarify if CA will provide the order file or just the applications and then the bidder would have to create the order file.

In case the offer of the awarded bidder is in EURO, could you please communicate the source for the exchange rate EUR / lei MDL mentioned in section 3 of the contract, so that the bidder can consider it? In this connection, could you please confirm that the price given in the contract in EURO remains fix over the whole contract period?
