Question:
Specificația tehnică la Lotul 4 menționează software-ul „PROVIEW”, care aparține unui singur producător. În același timp, anunțul de participare (pct. 12) nu admite oferte alternative.
Așadar, nu este clar cum poate fi depusă o ofertă conformă cu un microscop de la un alt producător, dacă software-ul solicitat există doar la un singur producător. Solicităm clarificarea următoarelor aspecte:
Este acceptat un software echivalent, propriu producătorului ofertat, care îndeplinește aceleași funcții?
În caz contrar, care este justificarea tehnică pentru impunerea software-ului „PROVIEW”?
De asemenea specificațiile Lotului 4 reproduc integral fișa tehnică a modelului Optika B-290TB (inclusiv X-LED³, N-PLAN, APTIMA, PROVIEW, dimensiuni exacte ale platinei și camerei). Solicităm modificarea cerinței astfel încât să fie acceptate echipamente echivalente sau superioare.
