Question:
Agenția Achiziții Publice reamintește autorităților contractante și operatorilor economici că, potrivit pct. 14 din Documentația standard pentru realizarea achizițiilor publice de lucrări, aprobată prin Ordinul Ministerului Finanțelor nr. 69/2021, autoritatea contractantă are obligația de a asigura accesul operatorilor economici pentru vizitarea amplasamentului, în scopul elaborării ofertelor.
Această obligație nu conferă autorității contractante dreptul de a transforma vizita la șantier într-o condiție obligatorie de participare la procedura de achiziție publică sau într-un motiv de excludere a ofertanților.
În imaginea atașată sunt prezentate principalele reguli și recomandări privind organizarea vizitei la amplasament în cadrul procedurilor de achiziții publice de lucrări.

посещение строительной площадки несет ознакомительный характер для экономических агентов желающих учавствовать в даной процедуре.Согласно закона о гос.закупках администрация примарии должна предоставить доступ к обьекту всем желающим офертантам , подтвердив это выдачей справки в свободной форме об ознакомлении с обьектом.Данное посещение не является обязательным.Выданная справка не будет влиять на критерий при определении победителя. Основным критерием является --самая низкая цена с соблюдением требований сметной документации.Это дает право администрации примарии при проведении работ не вступать с подрядчиком в дискусии , не имеющие основания.
