Solicitare modificare caiet de sarcini
Question:
Buna ziua. In punctul 5 al caietului de sarcini se solicita :
5. Copii ale metodelor de încercare și/sau ale standardelor internaționale utilizate pentru
determinarea caracteristicilor de calitate ale produsului, emise de un laborator acreditat;
6. Certificatul de înregistrare de stat sau avizul sanitar, emis de Agenția Națională pentru
Sănătate Publică din Republica Moldova, ori un raport de expertiză sanitaro-
epidemiologică (certificat igienic) emis de autoritățile competente dintr-un stat membru al
Uniunii Europene sau din țările CSI, care să confirme că produsul este autorizat pentru
utilizarea în contact cu apa destinată consumului uman.
In primul rind rugam sa specificați cum se descifrează expresia "Copii ale metodelor de încercare și/sau ale standardelor internaționale utilizate pentru
determinarea caracteristicilor de calitate ale produsului, emise de un laborator acreditat" .. ?? In momentul cind produsul este fabricat in UE sau in orice alt stat si compania producatoare detine certificate ale calității sau managementul calități ISO cum se mai pot cere in asa forma abuziva astfel de aberații ? Laborator acreditat ? De cine acreditat ? Cum puteti sa știți daca acel laborator este acreditat sau nu este acreditat ?
Nici un stat in UE nu emite raport sanitaro epidimiologic pentru asa un produs. Evident se favorizează un agent economic care deține nu clar de unde astfel de rapoarte aberante . de ce se limitează doar produse din UE sau CSI ? Si daca produsul e din SUA sau Canada sau Elvetia sau Turcia ? Nu cumva astfel de produse nu sint conforme ? Sau aveti înțelegere cu o companie locală care importa anume. asa produs din UE sau CSI ?
Solcitam sa excludeți aceste solitari abuzive . In caz contrar vom solicita anularea procedurii de achizitie prin adresare la ANSC
