Considerăm că, propunerea de divizare a procedurii de achiziție nu poate fi acceptată din următoarele considerente. Procedura unitară garantează desemnarea unui singur furnizor responsabil de livrare și instalare. În concluzie, menținerea procedurii de achiziție într-un singur lot asigură, responsabilitatea unică și eficiența administrativă, elemente esențiale pentru realizarea achiziției propuse, precum și nu duce la restrângerea competiției.
