Autoritatea contractantă menționează că anunțul de participare stabilește exclusiv cerințele minime obligatorii și specificațiile tehnice generale ce trebuie respectate de bunurile ofertate. Însă stabilirea și descrierea caracteristicilor tehnice concrete ale produselor ofertate, reprezintă responsabilitatea integrală a operatorului economic. Astfel, operatorul economic va redacta denumirea și caracteristicile tehnice specifice produselor ce urmează a fi ofertate, întrucât acestea trebuie indicate și asumate de fiecare operator economic în parte.

Documentele redactabile usoreaza lucrurile pentru operatorii economici, pentru copiere caracteristicilor tehnice concrete ale produselor ofertate dar nu este pentru redactarea denumirea sau toate caracteristicile tehnice specifice produselor ce urmează a fi ofertat. Nu este în întregime corect să se trimită aceste informații doar personal operatorului prin poștă sau telefon, ceea ce încalcă confidențialitatea procedurii de achiziții publice.
