Question:
1. Caiet de sarcini - Technical Specification: 1.2, 3.18, 4.2, 7.5 etc. The title of the project refers to developing a masterplan for Chișinău International Airport, however there are several mentions throughout the technical specification of Mărculești International Airport. Are masterplans required for both airports?
2. Caiet de sarcini - Technical Specification:7,5. Is a physical three-dimensional model definitely required, or do you mean 3D renders/images? If a physical 3D model is required, at what scale?
3. Caiet de sarcini - Technical Specification: 9. We understand the level of detail of the masterplan to be concept only. Is this correct?
4. Caiet de sarcini - Technical Specification: 19,2. Please confirm which two languages the master plan should be prepared in.
5. Caiet de sarcini - Technical Specification: 21,1. Please confirm the timescales required to complete the services. Technical Specification states 12 months, Paragraph 11 of Participation Notice states 180 days.

In order to plan the allocation of our expert team, could the Contracting Authority please clarify whether the personnel are required to be physically present on site in Moldova, and if so, for what duration (e.g., full‑time, specific milestones, workshops, field visits, or other defined periods)?
7. Caiet de sarcini - Technical Specification: 22. What timescales should be expected to obtain acceptance of the completed works? Is acceptance required after each stage, or once only at the end of the project?

"In accordance with the tender requirement stating that “if experts are not Romanian speakers, the Service Provider shall provide translation of all relevant documents”, we would like to request clarification regarding the operational language for communication and coordination throughout the project. Could you please confirm whether the primary working language for all interactions with the contracting authority and project stakeholders (meetings, workshops, presentations, day‑to‑day communication) will be: Romanian, English, or a combination of both?
This clarification will help us ensure appropriate staffing and, where necessary, translation arrangements."
9. Anunt de participare - Participation Notice 7.1.1.To demonstrate compliance with this qualification requirement, the bidder is requested to submit certificates, documents, or recommendation letters that are dated, signed, and stamped by the Beneficiary. However, in some countries, official stamps are not a mandatory requirement. In such cases, would a signed and dated letter without a stamp be acceptable?
10. Anunt de participare - Participation Notice: 7.2 Could you please clarify whether the requirement implies that, if additional personnel are needed during contract execution beyond the initial staffing estimates, the Service Provider must provide these extra resources at no additional cost?
We would also like to highlight that personnel requirements are closely linked to project planning and workload forecasting. Changes in scope, unforeseen conditions, or additional tasks may impact staffing needs. Could you therefore confirm how such situations will be managed contractually to ensure that the Service Provider is not exposed to risks arising from factors outside their control?
11. Anunt de participare - Participation Notice: 15.1. Could you please clarify whether we should submit the ESPD form generated from the official online system, or if we are expected to complete the provided Word file (DUAE)?
12. Anunt de participare - Participation Notice:15.7.1. The Candidate must demonstate experience in the relevant field providing evidence for the projects that have been completed within last 5 years. However, in Annex No.12, it is requested to list services performed in the last 3 years of activity. Could you kindly clarify which reference period should be applied?
13. Anunt de participare - Participation Notice:20. Table is empty. Please confirm what factors will be applied for evaluating the most economically advantageous bids and their weights.
14. Annex No. 24, 7.1. Liability. Could you please clarify whether the contract foresees any limitation of liability for the Supplier, and if so, what the applicable cap would be?
15. Annex No. 24. Performance guarantee. Could you clarify under which circumstances the performance guarantee may be retained, and whether delays caused by the Beneficiary would exempt retention?
16. Annex No. 24, 10.3. Could you please clarify whether the penalty regime established in clause 10.3 is flexible in cases where delays are not attributable to the Supplier? In particular, we would like to ask whether it is possible to limit, eliminate, or proportionally reduce penalties in situations where delays result from factors outside the Supplier’s control (such as delayed approvals, late provision of information by the Beneficiary, or other external constraints). Additionally, could you confirm whether the maximum penalty cap of 5% may be reconsidered or adjusted for service based contracts?
17. Annex No. 24. 12.1.The tender states that unresolved disputes must be submitted to Moldovan courts.
Would the Contracting Authority accept replacing this with an ICC international arbitration clause, given the cross‑border nature of the project and our unfamiliarity with local court procedures?
