Modificarea paramentrilor densitate la vopsea
Question:
Stimați organizatori ai procedurii de achiziție,
În urma analizei caietului de sarcini, dorim să atragem atenția asupra faptului că impunerea unui interval strict de densitate pentru vopseaua alchidică, respectiv 1,40–1,55 g/cm³, este nejustificată din punct de vedere tehnic și nu reflectă criteriile reale de calitate și performanță ale produsului.
Densitatea nu reprezintă un indicator al calității sau performanței vopselei
Densitatea materialelor alchidice depinde de combinația rășinii, pigmenților și a materialelor de umplutură utilizate. Producătorii pot utiliza rețete diferite, care pot avea densități mai mici sau mai mari, menținând în același timp performanțe excelente și respectând standardele de calitate.
Densitatea indică doar masa pe unitatea de volum, fără a avea o legătură directă cu puterea de acoperire, rezistența la intemperii, aderența sau durabilitatea stratului de acoperire.
2. Stabilirea unei densități fixe limitează concurența
Limitarea artificială a densității exclude produse care, deși au rețete diferite, pot depăși calitativ multe alternative existente. Această condiție reduce concurența și restricționează participarea producătorilor ale căror produse sunt conforme si performante, dar au o densitate diferită.
3. Parametrii relevanți pentru evaluarea vopselelor alchidice sunt alții
Pentru a garanta calitatea stratului final și obținerea proprietăților dorite, este recomandabil ca cerințele tehnice să se refere la caracteristici măsurabile și relevante, de exemplu:
- viscozitatea (care influențează aplicarea și întinderea);
- puterea de acoperire (hiding power) – indicator esențial al eficienței vopselei;
Aceste caracteristici sunt cele care determină calitatea reală a vopselei și comportamentul ei în exploatare.
Vă rugăm să reevaluați cerința privind densitatea și să o înlocuiți cu specificații referitoare la proprietățile de performanță ale vopselei, care pot fi evaluate obiectiv și verificate prin metode standardizate.
Această modificare ar asigura:
- evaluarea corectă a produselor pe baza performanțelor reale;
- condiții egale de participare pentru toți producătorii;
- selectarea materialului optim și de calitate pentru necesitățile beneficiarului.

Documentația de atribuire și cerințele tehnice sunt formulate pentru a răspunde cerințelor Autorității contractante. Parametrii tehnici indicați, cât și actele necesare sunt în tocmai pentru a determina bunul necesar. Criteriul Densității: este unul relevant, care denotă deopotrivă utilizarea unor componente calitative, dar nu subtituirea lor. Parametrii tehnici indicați în documentația de atribuire permit o evaluare corectă a bunurilor necesare pentru sarcinile puse în procesul de producție. Rugăm să ofertați bunuri care să corespundă caietului de sarcini.
