Question's name:
Solicitare de revizuire a specificației tehnice din procedura de achiziție publică privind „Frigider pentru reactivi cu ușă transparentă, capacitate 1500 ±100 litri”
Question:
Cerinta privind "capacitatea interna 1500 ±100 litri" este nejustificat restrictiva, intrucat limiteaza participarea operatorilor economici care pot oferi echipamente similare, cu performante tehnice identice, dar cu o capacitate nominala usor diferita (de exemplu 1380 L, 1480 L, 1620 L sau 1700 L).
Majoritatea producatorilor internationali de frigidere de laborator – precum BIOBASE, Mether Biomedical, POL-EKO sau Liebherr – utilizeaza capacitati standard care nu se incadreaza exact in intervalul 1400–1600 litri impus de documentatia actuala.
Aceasta limitare nu are justificare functionala, intrucat scopul principal al echipamentului este mentinerea unei temperaturi stabile intre +2°C si +8°C, cu siguranta microbiologica si monitorizare digitala, nu un volum fix.
Prin urmare, formularea actuala restrange nejustificat competitia si poate fi interpretata ca o specificatie orientata catre un anumit model.
Solicitam modificare cerintelor in felul urmator:
1500 ±150 litri (sau ±10% din capacitate), cu pastrarea celorlalte caracteristici tehnice (usa transparenta, alarme acustice si vizuale, roti cu frane, afisaj digital, refrigerant fara CFC/HCFC etc.)
Aceasta modificare nu altereaza scopul functional al achizitiei, dar permite participarea unui numar mai mare de producatori si distribuitori, in conformitate cu principiile de concurenta loiala, transparenta si eficienta economica.
