1. Lipsa divizării pe loturi
Caietul de sarcini include categorii de produse într-un singur lot. Această metodă de organizare:
o Restricționează accesul operatorilor economici specializați pe anumite categorii de produse.
o Favorizează doar furnizorii care pot oferi întreaga gamă de produse, limitând astfel concurența.
o Nu respectă principiul tratării echitabile a operatorilor economici, prevăzut la art. 7, alin. (2) din Legea nr. 131/2015.
