Question:
Prin ordinul Ministrului Finanțelor nr. 69, anexa 23 din documentația standart aveți obligația să publicați forma 1 desfășurată, citim nota din anexa 23, deci cerem publicarea F1 desfășurata cu includerea tuturor consumurilor de resurse la fiecare poziție, menționam nu forma 5 ci 1 desfășurată. Acest fapt vi se impune și prin art. 37 din Legea 131. Noi cerem F1 desfășurată așa cum prevede documentația standart, F1 desfășurată nu e identica cu F1 care ați publicat. Pentru a nu tergiversa procedura de achiziție prin contestarea licitație Vă recomandăm să Vă conformați cadrului legal

Documentația standard de licitație nu prevede concret care este forma nr. 1 desfășurată a caietului de sarcini. Furnizorii aplicațiilor de elaborare a devizelor (WinSmeta, WinDoc) au creat formularul F1B pentru caiet de sarcini desfășurat. Menționăm că niciunul dintre normativele și codurile practice existente nu prevede forma caietului de sarcini desfășurat în formatul pe care l-au creat furnizorii softurilor de devize. Respectiv forma F5 fără prețuri cuprinde toate resursele necesare ca și forma F1B. Forma F1B nu include informații care nu sunt și în formularul F5. De aceea anexăm acest document pe platforma de achiziții.
