1. Concerning requirements, if our company has done only a specific part of the service (for example MEP), can we consider to spend/consider it as one of the required services? Please confirm. 2. Concerning requirements, if our company has done a percentage part of a service (for example 40% of architectural design, 40% of structural design, 40% of MEP design), can we consider to spend/consider it as one of the required services, even if our company was not the leader of the JV? Please confirm. 3. Concerning requirements, if our Company has done an entire service, that has begun before 5 years ago, but it has been finished in last 5 years, can we consider to spend it as one of the required services? Please confirm. 5. In ToR there is this limit: "The methodology will not exceed max. 10 tabs"; this limit means that we can use 10 sheets in UNI A4 size/format or in UNI A3 size/format? Please clarify what “tabs” means, taht is to say which is the sheet’s format to be used. 6. Can we add a cover page to the methodology, can you please confirm that it is not considered in the limit of the 10 sheets? Please confirm. 7. Type of services to be provided: The TOR’s title states that the scope of work are the: “Services for the elaboration of the technical documentation (Design phase), author supervision and designer’s technical assistance”. At point 1 of TOR is stated that “Requirements and main provisions" the construction of the Balti Regional Hospital will be designed in 2 stages, namely: “Design” and “Detailed design”. The “Detailed design” stage will be part of another tender following the Design-Build model”. The project implementation will be carried out according to the RIBA 2020 Work Plan. In order to understand the content of the Terms of Reference, the Bidders should study the RIBA 2020 Work Plan. The present specifications foresee the execution of the project in the following stages: - Stage 2 (Concept Design), - Stage 3 (Spatial Coordination). Stage 1 (Preparation and briefing) is considered as completed following the preparation of the Pre-feasibility Study and the Update from 2022. The Deliverables of the Service Provider shall contain all the necessary information to initiate the following stages, namely Technical Design (4) and Manufacturing and Construction (5) following the design-build model.” It seems that the Detailed Design is not part of the Scope of the Work, being limited to Concept Design and Spatial Coordination. The Technical Design (phase n.4) is scope of the work of the next stage/tender. On the other hand it is part of the Scope of the Work of this stage the Author Supervision, that cannot be done without having completed the Detailed or Technical Design. Please clarify. 8.  Language of submission of the bid: In the Notice of Participation, at point 31, it is stated that the Language(s) in which tenders or requests to participate are to be drafted is Romanian, English as appropriate. Is it possible to submit the documentation (Methodology, Work Plan, CVs, etc.)  ONLY in English ? Please clarify.

Please find attached the requested clarifications: 1., 2. In Associations, to qualify as required, participants must demonstrate similar experience commensurate with the tasks to be performed by each member. Thus, each participant in the Association shall demonstrate a similar experience acquired in dependence on the tasks assumed for the performance of the future contract. The participants' qualifications will be assessed in light of the obligations undertaken and their ability (experience) to perform them. At the same time, the Leader of the Association shall execute at least 40% of the value of the future public works procurement contract. 4. As outlined in Chapter 3 of the TOR, bidders must demonstrate their experience in successfully delivering similar services within the 5-year period (2019–2023). This includes providing a list of services rendered and completed during the last five years, from start to finish. 5., 6. The page format will be A4. It should be noted that the 10-page limit applies to the narrative description of the working methodology. However, the Tenderer may include additional documents, as needed, to provide relevant information regarding the execution of the contract. 7. The scope of the contract is - Services for the elaboration of the technical documentation (design phase), author supervision and technical assistance from the designer for the construction of the Balti Regional Hospital. The deliverables are described in chapter 2 of the TOR, and their systematization is mentioned in chapter 4 of the Table of Services Description. The "Technical Assistance" entails the Service Provider supporting the Beneficiary by offering guidance and clarifications on technical solutions related to the deliverables submitted under the contract. Additionally, the Provider is tasked with preparing the design-build tender specifications, including compiling the list of medical equipment. Documents containing personal data (CV, copies of diplomas/certificates/study documents) are not submitted through SIA RSAP. Documents containing personal data will be sent at the Beneficiary's request via e-mail to the address: procurement_rh@ms.gov.md. Please confirm that no CVs and other documents containing personal data should be sent through SIA RSAP with the bid but will be eventually sent later through email ONLY if requested by the Beneficiary.

1.Regarding the RfP, 2.3.1” Elaboration of technical documentation for the “Design” phase”, it states that, “The SP is responsible to request the preliminary environmental impact assessment according to Public Law 86/2014 in order to determine the need for environmental impact assessment or to obtain the environmental consent”. a. We would like to know if any EIA screening was carried out so far, and if there are any constrains known for this plot, which may affect the concept designs? b. If an EIA has not been carried out so far, is it within the SP responsibilities to develop it as part of this assignment? c. Given that 1) the plot is surrounded by residential blocks; and 2) there are existing structures in the plot, (possibly requiring resettlement of residents), we would like to request clarification if an environmental and social impact assessment (ESIA) would be required to be undertaken by the SP? 2.Regarding the RfP, 2.4 “Technical Assistance Services and Author Supervision”; a. We would kindly request the definition of author supervision, or otherwise the international standard reference on split of works. In relation to the above query, we would also request for the following: i. The expected timeframe inputs by the SP for the same, having implicit that the project will have 2 authors: 1) concept design author, 2) schematic and detail design author (Design/Build). ii. To avoid professional/author conflicts in terms of the split of responsibilities between the two authors, we request clarification in advance on what the concept author's framework is, along with the period of author supervision, the expected timeframes and type of inputs required. b. Since the terms of execution of services refer to 12 months, we would like to know if there is an additional budget available for the author supervision along design-build and construction stages after the 12 months period. 3.Regarding the estimated budget foreseen according to the contract notice OJ S 211/2024 29/10/2024, we would like to clarify whether the estimated budget in the RfP is a cut-off criterion, or a higher budget can be proposed by the bidders. 4.Additional technical experts: Following the notes in the RfP: • Page 10: “Effective and logical connections between these areas will be ensured, taking into account patient confidentiality, personnel movement and infection control measures” • Page 11: “Elaboration of the Human Resources Plan”. We understand that an (international) medical planner / medical specialist in modern healthcare practices is required, thereby requiring a higher budget for this assignment. Considerations about the accessibility to the facility, ie; vehicle access, public transport, sidewalks, soft mobility, we have the following request for clarification: a) Is a traffic study required as part of this assignment? b) If the traffic study is part of the SP scope, then the budget for traffic engineering has to be provided. c) If this is not part of the concept design, may you kindly provide such studies carried so far? d) If the deliverables of these experts are to be accommodated, does the Client foresee inclusion of these additional costs to enhance the budget set forth in the RfP? 5.Can you provide the studies or foreseen infrastructure connection points? a) Since the actual use is agricultural is there any objection or ideal location for the hospital water treatment plant and other environmental sensitive utilities, like the refuse? In the RfP, it is stated that the SP will provide support to the Ministry of Health for changing the land use destination. a) What support is needed? b) Does this mean that the SP will provide Urbanism documentation (such as Detailed Urban Plan or Zonal Urban Plan)? This scope of this documentation is much larger than the mentioned site. c) If such documentation is needed, is it part of the main budget? 6.Among other rooms, the following premises are mentioned in the RfP, but excluded from annex 1: 1. Commercial space 2. Prayer room 3. Lecture rooms. (Please specify on the number of lecture rooms) 4. Study rooms 5. Research rooms Support services? 1. Storage for medical and non-medical materials. Reference annex page 28 / MTN, only 25m2 available. 2. Load/ unload area. 3. Refuse areas? a) Are these rooms areas excluded from the GFA calculations? b) Would you consider to increase the room schedule accordingly, necessarily affecting construction area and costs? 7.Regarding the contract notice OJ S 211/2024,5.1.12 Terms of Procurement, it is stated that “ Languages in which tenders or requests to participate may be submitted: Romanian, English”. For the benefit of procedural economy, we would like to clarify if our below mentioned understanding is correct that: a) Proposals can be submitted in either English or Romanian. b) CVs of experts can be submitted in English.

Please find attached the requested clarifications: 1. The environmental and social impact assessment was carried out by foreign experts in 2023. The document will be uploaded in SIA RSAP. The land was transferred to the Ministry of Health, and the existing buildings on the land subject to demolition are not in use. Other legal impediments to the land intended for the construction of SR Balti are not known. 2. a). The "Technical Assistance" entails the Service Provider supporting the Beneficiary by offering guidance and clarifications on technical solutions related to the deliverables submitted under the contract. Additionally, the Provider is tasked with preparing the design-build tender specifications, including compiling the list of medical equipment. The "Author Supervision" involves the Provider overseeing the implementation of project solutions and approving any necessary adjustments to the project. The Concept Design Firm is responsible for maintaining the overall design intent, aesthetic vision, and functional requirements established in the concept. They review and approve changes that impact the original design, such as layout modifications, spatial planning, or significant material substitutions, and participate in high-level coordination meetings to address overarching design issues. The Technical Details Firm ensures that construction adheres to detailed specifications and engineering standards. They handle adjustments related to structural, mechanical, electrical, and plumbing (MEP) systems and provide solutions for on-site issues involving technical detailing or regulatory compliance. b). The author's supervision will be paid on a separate time-based contract. At the same time, it is important to note that once the tender is applied, the Service Provider assumes the obligation to provide these services. In addition, a separate mention of the price (man-day) for the given services will be included in the price offer. This price will not be part of the value of the financial offer but will constitute a reference point for the subsequent contract. 3. The budget is a limit criterion. Republic of Moldova Law no. 131/2015 prescribes the cancellation of the tender if the bids exceed 30% of the estimated value of the purchase. 4. The bidder may include in the technical proposal other types of personnel necessary for the implementation of the project based on its own experience. Up to this point, no traffic study has been conducted. Such a study is essential due to the land's location on the outskirts of the city, beyond the reach of the public transportation network. Additionally, the traffic study will assess access to the site and evaluate the necessity of installing roundabouts and pedestrian crossings. 5. Given the early phase of the project, the connection points to the utility networks are not known. The provider will be responsible for obtaining the Environmental Agreement and preparing the Zonal Urban Plan to integrate the land in the locality's built-up area. 6. Given the budget constraints for Balti RH, a construction covering 38,340 m² is planned as outlined in Annex 1. Meanwhile, to ensure the quality of medical services, proposals for improvements will be considered, provided they do not significantly exceed the estimated construction area. 7. The technical and financial proposal will be submitted in Romanian, the other documents can also be submitted in English.
