We would like to inform you that the first order is fixed and shall be delivered according to the draft Contract. Subsequently, the annual delivery schedule will be negotiated between the parties, being flexible, but the deliveries shall be made at least twice a year. The minimum quantity for ordering passport blank forms shall be 100,000 pcs., the maximum - 250,000 pcs. The tender award decision shall to be taken in March-April this year. The delivery time has been set based on the needs of the Public Service Agency and cannot be extended.

We would like to get information about the thickness of the cover material. 3. Regarding the passport cover: in the technical description one cover color is indicated: burgundy red. Can we expect to produce only 1 type of "ordinary passport"? Do we have to deliver the entire quantity from this one type? 4. In the technical description of the passport’s data page in point 7.1.2.1., there is required a semi-transparent Diffractive Optically Variable Image Device (DOVID). Do we understand correctly that this DOVID element does not have to include metalized parts? (because the metalized parts cannot be laser-engraved) 5. In case of the passport: Does the tactile element have to appear on the data page or on the title page? 6. Inner pages: Does the manufacturer have a free hand in the design, or is there a specific idea for the design of the graphics? Can the variable graphics on page pairs be specified by the manufacturer, or will be there specific customer requirements for the design (e.g., displaying elements that change by page pair in the background)? 7. In the point 11.1.5. e.) the graphic feature printed with iridescent ink is mentioned. Does it refer to the OVI motif, or the iridescent ink motif? 1. A chip placed in the cover is not accepted, according to the Technical specification it shall be in PC (Polycarbonate page) 2. The thickness of the cover is indicated in the Technical specification. 3. According to the technical documentation, the colour must be burgundy red and the deliveries shall be preformed in accordance with the Annual Delivery Schedule. 4. Yes, it shall not include metalized parts. 5. According to point 7.1.2 the Data page and the Title page shall contain a tactile element for blind embossing (roughing). The Data page shall contain an embossed element with tactile effect (3D) that shall be applied during the personalization process. 6. The Public Services Agency has the draft design that shall be finalized with the winner of the public procurement procedure. 7. According to the Technical specification, point 11.1.5e., the graphic feature printed with iridescent ink shall be on the inner side of the cover. The size and design will be finalized with the winner of the public procurement procedure, as it is a design element.

In anuntul de participare la pagina 10 sunt scrise cu rosu urmatoarele: “În cazul participării la procedura de achiziție publică a operatorului economic nerezident, acesta este obligat să prezinte documentele justificative recunoscute pe teritoriul Republicii Moldova potrivit cadrului normativ în vigoare (apostilate, legalizate etc., după caz).” Va rugam sa clarificati la ce anume se refera cerinta , ce documente trebuie sa prezinte un operator economic nerezident in Republica Moldova si care este procedura de apostilare si legalizare in Republica Moldova 2. In anuntul de participare, la punctul 12 se solicita urmatoarele: Asigurarea livrării echipamentului de personalizare a blanchetelor de pașapoarte doar de către producătorul acestuia - Declarație pe proprie răspundere. Copia în format electronic de pe documentul pe suport de hârtie cu semnătură olografă fără aplicarea semnăturii electronice sau documentul confirmat prin semnătura electronică a operatorului economic. (semnătura electronică recunoscută pe teritoriul Republicii Moldova) – Va rugam sa confirmati ca cerinta este aplicabila doar pentru Lotul 2. Va rugam totodata sa confirmati ca pentru Lotul 1 nu sunt solicitate servicii de personalizare ci doar livrarea de produse. 3. Va rugam sa acceptati modificarea art .4.4 din modelul de contract Furnizorul este responsabil pentru toate defectele identificate ale bunurilor, ale caror cauze confirmate au existat inainte de a fi livrate cumparatorului si, prin urmare, Furnizorul va fi responsabil pentru toate pierderile directe suportate dupa livrarea acestora Cumparatorului. In Art 4.4 Furnizorul este responsabil pentru toate defectele de fabricatie identificate ale bunurilor, ale caror cauze confirmate au existat inainte de a fi livrate cumparatorului si, prin urmare, Furnizorul va fi responsabil pentru toate pierderile directe suportate dupa livrarea acestora Cumparatorului, limitate la valoarea produsului livrat. 4. La art. 6.1. lit. c din modelul de contract se precizeaza urmatoarele “ În baza prezentului Contract, Furnizorul se obligă:….. c) să asigure condiţiile corespunzătoare pentru recepţionarea Bunurilor de către Cumpărător, în termenele stabilite, în corespundere cu cerinţele prezentului Contract”. Va rugam sa detaliati conditiile pe care trebuie sa le asigure Furnizorul pentru receptionarea bunurilor. 5. La art. 10.3. si 10.4 din modelul de contract - Sanctiuni Furnizorul plateste 0,1%/ zi din suma bunurilor nelivrate, dar nu mai mult de 3 % din valoarea contractului, iar cumparatorul plateste 0,01%/zi din suma neachitata la termen, dar nu mai mult de 0,2% din suma neachitata la timp. Va rugam sa modificati cuantumul penalitatilor astfel incat cuantumul platit de Furnizor - 0,1%/ zi din suma bunurilor nelivrate, dar nu mai mult de 3 % din valoarea contractului sa fie in corespundere cu cunatumul penalitatilor platite de Cumparator.

Avand in vedere cerinta exprimata in caietele de sarcini cu privire la toleranta dintre marginea documentelor si desenul imprimat, toleranta mai mica decat cea prevazuta, de exemplu, de standardul ICAO -0,75 mm pentru dimensiunea fizica a unui pasaport (DOC 9303, partea 4, capitolul 2, sectiunea 2.2) - va rugam sa fiti de acord cu majorarea acestui parametru. In fapt, acest parametru este important pentru potrivirea datelor personalizate cu desenul imprimat. Bunele practici in domeniu includ variante alternative mult mai eficiente pentru a realiza o potrivire mai buna, cum ar fi utilizarea unui sistem de citire automata a unui semn imprimat sau personalizarea blocului de date personale odata cu denumirea campurilor.

If it was the case that all four features are mandatory, this may be interpreted as a discriminatory requirement because Stereo Laser Image (SLI) is patented by only by one specific provider. Unless CA have an agreement with the IPR holder to ensure parity quoting for all bidders. Furthermore, please note that if ImagePerf becomes a mandatory requirement, this will not be realizable anymore with desktop personalization machines but only with significantly larger machines and the cost of which is significantly higher than desktop personalization machines. In case the offer of the awarded bidder is in EURO, could you please communicate the source for the exchange rate EUR / lei MDL mentioned in section 3 of the contract, so that the bidder can consider it? In this connection, could you please confirm that the price given in the contract in EURO remains fix over the whole contract period?

Vă informăm că, potrivit art. 35 alin. (1) lit. a) din Legea nr. 131/2015 privind achizițiile publice, termenul de solicitare a clarificărilor se calculează de la data publicării documentației de atribuire și a constituit în cazul dat 9 zile. Astfel, termenul de solicitare a clarificărilor a expirat la data de 19.01.2022, ora 09:30.
