CONFORM ART.73 HG638 DIN 26.08.2020 autoritatea contractata are dreptul de a utiliza licitatia electronica inainte de atribuirea contractului de achizitie publica si numai daca specificatiile tehnice au fost definite cu precizie in caietul de sarcini
